When you finally arrive in Inazuma, Toma suggests checking in at the border crossing Before you leave, grab the two lavender melons sitting in the ditch on the left, they’re one of the new foods added to Inazuma, then follow the path east. As you approach the end of the cliff, you will see a border crossing on the left. Talk to Inspector Kagayama and he will ask you to tell some of your details, most importantly why you are in Inazuma. Choose either option and Paimon will anxiously tell the inspector before Thomas saves him from embarrassment and gives the inspector your access documents. Then he will say that if you want to stay in Ritu, you have to follow the process
Continue east, loot the crates in your way, go up the stairs until you reach a square type area, continue east, go south after the next set of stairs and talk to Inspector Yuriko. When the scene ends, go west, down the stairs, and immediately south, then east, to Xixi and talk to Kurisu. Paymon tells her you heard they’ve been having problems lately, and she tells him she assumes it’s because of Sakoro’s decision, but she tells him it’s not that, it’s the Kanjo Commission. Apparently they are responsible for overseeing everything in Ritu and have astronomical tax rates, outrageous regulations and worst of all, newly issued tax orders that change the way they pay their taxes.
It used to be with Mora, but now they want it to come with something called Crystal Maru, which no one had heard of before the new tax line. Because of this, the price of crystal maru has skyrocketed and only one seller has it in stock and is charging more for it. If this continues, the tax will exceed their profits. When the scene ends, go southwest, down the stairs, and you’ll find a merchant under a tree to the east. Approach him and Werner will tell you that he doesn’t recognize you and ask you if you are a newcomer. You vaguely ask him where he got the materials from, and he blushes at such a question and tells you that it is a trade secret. You will then ask him to lower the price and he will tell you that you are here on behalf of Kurisu and the Trade Association. He tells you the price is non negotiable and tells you to go Pemon will ask you what to do and you suggest asking Thomas
After the scene ends, return to the Trade Association and you can find Thomas to the east of it, up the stairs. Talk to him and you will tell him that you have a small problem Thomas will tell you how to talk to Werner and he will tell you about the one from Mondstadt You will also know that he was part of the International Syndicate

After the scene ends, return to Werner and talk to him again for another scene. He doesn’t seem too happy to be talking to you again, but with a few clever lines reminding him of Mondstadt’s freedom, he’ll know you’re talking about him. After the second dialogue option, you should give him a local specialty, give him something from Mondstadt, and give him the most you have.
What you do works and he begins to remember Mondstadt, tracing another line to make the memory even clearer. He’ll know you’re getting on his nerves, but before he moans about it, ask him to close his eyes and imagine. You will start talking about things related to different regions, which makes him miss more and more, especially Liu, and this time give him a local specialty from Liu, again give what you have the most. He begs you to stop and tells you that his poor heart can’t take it anymore

Tell him how the trade association staff feels. He tells you that he always wanted to talk to them and put himself out of his misery, but they always looked for ways to pull the trigger and he was always too weak to do it. Finally, he will finally spill the beans and tell you that the Crystal Maruo fiasco was a scam by Kejiro and his friends to collect Ashiguru taxes.
The scam is… they overcharge the merchants, then take the crystal and hoard it, when the merchants run out of room to buy it, they have to buy it from Werner, who sells it at a higher price. All proceeds go to Kejri and his teammates, and Werner gets just enough to live on. You tell him that you need proof, and he tells you that when you give Moji Kejira he always goes to the same place and that he will show you where he is.
Once this scene is over, head northeast near the Trade Association and you’ll get another scene, you’ll see Kejiro and Paimon will suggest you follow him.
After the cutscene ends, you will have to follow Kejiro without being spotted, this will put you in ‘stealth mode’ and you will have to avoid getting caught. If you get close to him, the eye icon above his head will start to fill up red and Pemon will scream in your ear “Too close, that’s too close! He must know! ” If this happens, quickly move away from him and wait for the icon to return to normal, if this happens at all, you will have to restart this part of the mission.
